HS2 and HS3 are they worth it?
Generally speaking from the enormous investment the main beneficiary is always beyond peradventure the capital city - namely London. Why is this the case? The capital is a magnet for all types of different things and in the London case its for the following reasons: government and parliament, the City of London as the investment capital second only to New York, the cultural hub, the media centre, the law and medicine, and the universities etc. Therefore its a touchstone and the epitome as an epicentre. Despite the wish and will to make other cities like Manchester, Liverpool, Glasgow, Leeds, Newcastle and Edinburgh compete its not a level playing field, that isn't to say that the drag of London should not be resisted, nevertheless it should be noted that the probability of success is unlikely. Having said this I think as much effort as possible to divide the national cake more evenly is necessary in a democracy, arrogating all to the capital is in the long term counter productive and moreover makes other parts of the country rightly resentful and angry.
